Why would a website have a DMCA page but still refuse to remove infringing content?

There are many websites that have such pages on their website. It doesn’t necessarily mean that they will comply with the DMCA and other applicable law. Choosing not to follow their own stated DMCA policy may expose them to legal risk, depending on the circumstances.
