If a counter DMCA notice has been issued, does this mean that Google will not be able to remove the leak from the search results?

If the content is not posted on an affiliate website, even though they send a counter DMCA notice, we still repetitively report the website ensuring the leaked content is removed at some point although removal is not guaranteed.
